Whereas, being the health service an essential service for the general public, it is expedient to make provisions on the constitution, operation and conditions of service of the health service in order to make the health service more competent, vigorous, service-oriented and responsible; Now, therefore, be it enacted by Parliament in the Twenty-Fifth year of the reign of His Majesty King Birendra Bir Bikram Shah Dev.
